Judith R. Lave

Dr. Lave, Professor of Health Economics, is Chair of the Department of Health Policy and Management, Director of the Pennsylvania Medicaid Policy Center and Director of the Health Administration Program at the University of Pittsburgh. She is also the co-director of the Center for Research on Health Care at the University of Pittsburgh.
She received her undergraduate training at Queen's University in Canada (from which she received an honorary doctorate in 1994) and her Ph.D. in Economics from Harvard University.
Prior to joining the faculty at the University of Pittsburgh, she was a faculty member at Carnegie-Mellon University, Director of the Division of Economic and Quantitative Analysis, Office of the Deputy Assistant Secretary, DHHS, and Director of the Office of Research in the Health Care Financing Administration. She was a charter member of the federal government's Senior Executive Service. Dr. Lave has published widely. In 2006 Dr. Lave co- authored a paper, “Does hospitalization impact survival after lower respiratory infection in nursing home residents? Medical Care 22004:42(a) 860-70 that won the 2006 Best Research Paper Honorable Mention Award by the Society of Teachers of Family Medicine. Her main interests are in the cost, utilization and financing of health care services. She has also done work on cost-effectiveness studies and cost-benefit analysis. Dr. Lave has served as a consultant to both private and public agencies both in the United States and Canada. She is a member of the Institute of Medicine and the National Academy for Social Insurance and is a distinguished fellow of the AcademyHealth. She is past president of the Association for Health Services Research (now the AcademyHealth). She is a member of the Technical Advisory Group for the Pennsylvania Health Care Cost Containment Council. She was a commissioner on the Medicare Payment Advisory Commission and its predecessor commission - the Prospective Payment Assessment Commission.
